NAVAL, BILIRAN, Philippines — The local government announced that ACDD Advertising Limited was ordered to cease operations after authorities discovered that the company had been conducting business without securing a valid business permit from the Local Government Unit (LGU) of Naval. Officials emphasized that all businesses operating within the municipality are required to comply with local regulations and secure the necessary permits before engaging in commercial activities.
The closure forms part of the local government’s broader initiative to uphold the rule of law, protect legitimate enterprises, and safeguard consumers from potentially unauthorized business operations. Authorities stressed that strict enforcement of business registration requirements ensures transparency, accountability, and public confidence in commercial activities within the municipality.
Alongside the closure order, the Provincial Government of Biliran issued an urgent public advisory warning residents against the increasing number of fraudulent investment schemes and pyramid scams that continue to target unsuspecting individuals through promises of quick and effortless wealth.
According to the advisory, scammers typically lure victims by advertising unrealistic financial returns within a short period, convincing people that they can earn substantial profits with little or no effort. These schemes often require participants to provide an initial investment, sometimes as low as ₱3,000, with assurances that completing simple online or offline tasks will generate immediate payouts and continuous income.

Local officials warned that such promises are classic indicators of fraudulent investment operations designed to exploit individuals seeking additional sources of income. They noted that many victims have already lost their hard-earned savings after believing claims of guaranteed profits and risk-free investments.
The government reminded the public that legitimate investment opportunities do not guarantee unusually high returns in a short period and are subject to regulation by appropriate government agencies. Residents are strongly advised not to hand over money or make financial commitments without first verifying the legitimacy of the company or organization offering the investment.
