Philippines Attracts Strong Developer Interest in 400-MW Waste-to-Energy Power Auction

The Philippines has attracted strong investor interest for its upcoming waste-to-energy (WTE) power auction, with developers proposing a combined 400 megawatts (MW) of generating capacity ahead of the October bidding. The overwhelming response comes as the government expands its renewable energy program to transform non-recyclable waste into electricity, aiming to strengthen the country’s power supply while addressing mounting garbage disposal challenges and reducing waste that contributes to urban flooding.

The Philippine government has received strong interest from power developers seeking to participate in the country’s first large-scale waste-to-energy (WTE) power auction, with proposed projects already reaching 400 megawatts (MW) ahead of the formal bidding scheduled in October. The overwhelming response signals growing investor confidence in the government’s strategy of transforming non-recyclable waste into a new source of electricity while simultaneously addressing the country’s worsening solid waste and urban flooding problems.

The Department of Energy (DOE) confirmed that developers have collectively submitted proposals equivalent to the full 400-MW capacity target under the Green Energy Auction Program (GEAP), demonstrating robust private sector enthusiasm following the government’s decision to significantly expand the program.

The increased interest came after the DOE raised its auction target for waste-to-energy facilities from the original 230 MW to 400 MW last month. At the same time, the department introduced more flexible participation requirements to encourage broader investment while maintaining strict technical, environmental, and financial standards.

Formal bidding for the projects is set on October 13, 2026. Developers that secure winning bids will be required to complete the mechanical construction of their facilities by the latter part of 2028 before commencing commercial operations by the end of 2029, helping strengthen the country’s long-term energy supply.

Energy Secretary Sharon Garin emphasized that the government’s objective extends beyond merely filling the auction’s capacity allocation. Instead, the DOE intends to ensure that only projects capable of delivering reliable electricity while meeting stringent environmental and operational standards will be awarded contracts.

“We are seeing significant interest from developers, but our objective is not simply to award capacity,” Garin said. “We want projects that are technically sound, environmentally compliant, supported by sustainable feedstock, commercially viable, and capable of delivering electricity to the grid.”

Her statement underscores the administration’s commitment to balancing energy security with environmental responsibility, recognizing that waste-to-energy facilities must be carefully designed to avoid creating new environmental challenges while solving existing ones.

The initiative forms part of the Marcos administration’s broader strategy to diversify the country’s energy mix while introducing innovative solutions to one of the nation’s most pressing urban concerns—the growing volume of municipal waste.

Across the Philippines, rapidly expanding urban centers continue to generate increasing amounts of garbage, placing significant pressure on landfills and waste disposal systems. Much of the country’s non-recyclable residual waste eventually finds its way into waterways, drainage canals, and rivers, contributing to severe flooding during heavy rains and tropical storms. Government officials believe converting these waste materials into electricity can provide a practical alternative to landfill disposal while simultaneously producing clean and dependable energy for consumers.

Metro Manila alone generates approximately 9,000 metric tons of municipal solid waste every day. According to DOE estimates, that volume of waste has the potential to support as much as 200 MW of waste-to-energy generation capacity, depending on the quality of the feedstock and the technologies employed by individual facilities.

Officials believe that harnessing even a portion of this waste stream for electricity production could significantly reduce landfill dependence, lower greenhouse gas emissions associated with decomposing waste, and improve waste management practices in the country’s largest metropolitan areas.

Despite the promise of the technology, the DOE stressed that waste-to-energy plants are not intended to replace recycling, composting, and other waste reduction initiatives. Instead, they are designed to process only residual waste that cannot be economically recycled or reused.

Garin reiterated that environmental protection remains a cornerstone of the government’s WTE program, warning that projects failing to comply with national emissions regulations will not be permitted to operate.

“WTE cannot solve one environmental problem by creating another,” she said.

To ensure this balance, all participating facilities must comply with the country’s environmental laws, including emissions standards governing air quality and pollution control. Modern waste-to-energy plants are expected to utilize advanced combustion and emissions-control technologies that minimize harmful pollutants while maximizing electricity generation efficiency.

Under the Philippines’ privatized electricity industry, winning proponents will shoulder the responsibility of financing, constructing, operating, and maintaining the waste-to-energy facilities. The government’s role will primarily focus on policy direction, regulatory oversight, and ensuring compliance with environmental, engineering, and energy market standards.

Industry observers view the strong developer response as an encouraging sign that investors recognize the long-term commercial potential of waste-to-energy projects, particularly as electricity demand continues to grow alongside increasing urbanization. At the same time, local governments stand to benefit from additional waste disposal options that could ease pressure on already crowded sanitary landfills.

If successfully implemented, the upcoming auction could mark a significant milestone in the Philippines’ clean energy transition by introducing waste-to-energy as a more prominent contributor to the national power mix. Beyond generating hundreds of megawatts of new electricity, the program aims to transform one of the country’s largest environmental burdens into a valuable energy resource, advancing both energy security and sustainable waste management for years to come.
