BiPSU Makes History as First and Only SUC in Leyte-Biliran Region to Offer Juris Doctor Program

In a historic breakthrough for higher education in Eastern Visayas, Biliran Province State University (BiPSU) has secured official government authorization to offer a Juris Doctor (Non-Thesis) program starting Academic Year 2026-2027, becoming the first and only state university in the Leyte-Biliran region to establish a law school. Approved by the Legal Education Board following a year-long rigorous evaluation, the new School of Law and Governance will not only expand access to legal education for local students but also introduce a specialized Government Service Track designed to produce legal professionals dedicated to public service, governance, and the justice sector across the region.

NAVAL, Biliran — A major milestone in higher education has been achieved in Eastern Visayas as Biliran Province State University (BiPSU) officially secured government approval to offer a Juris Doctor (Non-Thesis) Program beginning Academic Year 2026-2027.

The new law program will be administered through BiPSU’s newly established School of Law and Governance (SoLGov) at the university’s Main Campus in Naval, Biliran.

University officials described the development as a historic achievement not only for BiPSU but also for the entire province of Biliran and neighboring communities in Eastern Visayas, as the institution becomes the first and only State University and College (SUC) in the Leyte-Biliran area authorized to offer a law degree program.

The Legal Education Board (LEB) has officially granted Biliran Province State University (BiPSU) a Level I Government Permit to offer its Juris Doctor program for Academic Year 2026–2027, following the approval of the university’s application during the Board’s 279th En Banc Meeting.

BiPSU announced that comprehensive information regarding applicant qualifications, admission requirements, enrollment guidelines for incoming first-year students, and other pertinent details will be released in the coming weeks through the university’s official communication platforms.

The Juris Doctor (Non-Thesis) Program will be administered by the newly created School of Law and Governance (SoLGov) at the BiPSU Main Campus in Naval, Biliran. During its initial implementation, the program will feature a specialized Government Service Track, designed to prepare future legal professionals for careers in public administration, governance, and government service.

The approval came after a rigorous and year-long application process conducted by the Legal Education Board (LEB). University administrators noted that obtaining the permit required extensive compliance with academic, faculty, facility, and institutional requirements established by the country’s legal education regulator.

Officials credited the achievement to the collective efforts of faculty members, administrators, staff, stakeholders, and supporters who worked tirelessly to meet the stringent standards set by the LEB.

The Juris Doctor program will initially operate under a Level I Government Permit, allowing the university to accept its first batch of law students for the upcoming academic term.

One of the program’s distinguishing features is its Government Service Track, which aims to prepare future lawyers for careers in public administration, governance, policymaking, public service, and the justice sector. The specialized track is expected to help address the growing demand for legal professionals in government institutions, local government units, and public agencies across Eastern Visayas.

Education leaders believe the establishment of the law school will provide aspiring lawyers in Biliran and nearby provinces with greater access to legal education, eliminating the need for many students to relocate to larger cities to pursue a law degree.

Prospective applicants must comply with the standard admission requirements prescribed by the Legal Education Board and BiPSU. These include the completion of a bachelor’s degree from an accredited institution, submission of official academic records, a certificate of good moral character, passing the university’s law entrance examination, and successfully completing a panel interview.

The opening of the School of Law and Governance marks another significant step in BiPSU’s continuing expansion of academic programs aimed at producing competent professionals and leaders for the region.

With the launch of its Juris Doctor program, BiPSU is expected to play a crucial role in shaping future legal practitioners and public servants who will contribute to the advancement of justice, governance, and development in Biliran, Eastern Visayas, and beyond.
