ADSCua dedicated much of his life to government, holding several key positions that shaped his career in public service. He served as Quirino’s vice governor from 2001 to 2007, governor from 2007 to 2010, and representative of the province’s lone congressional district from 2010 to 2019. In 2019, he returned to the provincial capitol as governor, continuing his work in provincial leadership.
His years in Congress were marked by participation in major legislative initiatives, including the Tax Reform for Acceleration and Inclusion (TRAIN) Law and the legislation establishing Quirino State University. He also co-authored laws concerning rice tariffs, ease of doing business, and competition policy, contributing to national discussions on economic development and public policy.

Beyond his work in Quirino, Cua was involved in local-government organizations at both the national and international levels. His participation in these organizations reflected his broader engagement in local governance and public service beyond the province.
Cua was the eldest son of former Quirino Governor Junie Cua and Maria Angela Enriquez-Cua. He was married to Midy Cua, the incumbent representative of Quirino, and they had three children.
