The Commission on Elections (Comelec) will resume voter registration nationwide on November 10, 2026, until July 30, 2027, to prepare for the 2028 Philippine national and local elections, Comelec Chairperson George Erwin Garcia announced Wednesday, October 28, urging eligible Filipinos to register early to ensure their records are processed before the deadline.

MANILA, Philippines — The Commission on Elections (Comelec) will resume nationwide voter registration on November 10, 2026, and continue accepting applications until July 30, 2027, as the poll body prepares for the 2028 National and Local Elections.
Comelec Chairperson George Erwin Garcia confirmed the schedule on Wednesday, October 28, saying the extended registration period will give the commission sufficient time to process applications, verify voter records, and clean up the voters’ list before the next national and local polls.
“On November 10, we will officially relaunch the voter registration throughout the Philippines,” Garcia said in an interview on the sidelines of the 7th Asian Electoral Stakeholders Forum in Makati City.
The registration period will accommodate Filipinos applying for their first voter registration, transferring their registration to another city or municipality, reactivating deactivated voter records, and correcting or updating personal information in their existing records.

Garcia encouraged eligible Filipinos to register early rather than wait until the final days of the registration period, when election offices could experience a surge in applicants. He emphasized that the extended registration window provides qualified citizens with an opportunity to complete their requirements well ahead of the 2028 elections.
The Comelec will also relaunch its Register Anywhere and Anytime Program at selected locations, including airports, hospitals, and data centers. The initiative aims to make voter registration more accessible to Filipinos whose work schedules or professional responsibilities make it difficult to visit their local election offices during regular registration hours.
Eligible applicants may inquire at their respective City or Municipal Election Offices for registration procedures, documentary requirements, and available registration services. The public is encouraged to monitor official Comelec announcements for the confirmed locations and schedules of registration activities under the program.
The poll body currently has approximately 71 million registered voters and is targeting around 74 million registered voters for the 2028 elections. The projected increase reflects the expected participation of new voters and previously registered voters who need to reactivate their records.
During the previous registration period, which ran from October 20, 2025, to May 18, 2026, the Comelec received more than 5.4 million voter applications, highlighting the importance of providing sufficient time to process applications and maintain accurate voter records.
The resumption of voter registration follows the enactment of Republic Act No. 12326, which moved the Barangay and Sangguniang Kabataan Elections (BSKE) from November 2026 to November 2028. The postponement allowed the commission to resume registration activities ahead of the 2028 national and local elections.
With the registration period scheduled to run for several months, the Comelec is urging eligible Filipinos to take the opportunity to register, transfer, reactivate, or update their voter records before the July 30, 2027, deadline.
For millions of Filipinos hoping to participate in the 2028 elections, completing voter registration on time will be an essential step toward exercising their right to vote and helping shape the country’s political future.
