President Ferdinand Marcos Jr. will lead the country’s hosting of the high-level gathering under the theme “Navigating Our Future, Together,” which reflects ASEAN’s commitment to strengthening regional cooperation, economic integration, peace, and stability amid evolving global challenges.

The Philippine International Convention Center (PICC) in Pasay City will serve as the main venue for the ASEAN Leaders’ Summit. The convention center recently underwent restoration as part of preparations for major international gatherings.

The event is expected to bring together ASEAN leaders and representatives of dialogue partner countries, including United States President Donald Trump, whose attendance has been confirmed by Malacañang.

The Department of Tourism has also projected that more than 10,000 foreign delegates and visitors will come to the Philippines for the international gathering, providing opportunities for the country’s tourism, hospitality, and service industries.

Several major regional issues are expected to dominate discussions, particularly economic integration, digital transformation, trade, investment, and maritime security.

One of the important priorities of the Philippines’ 2026 ASEAN Chairship is the advancement of the ASEAN Digital Economy Framework Agreement (DEFA), which seeks to strengthen digital trade and cooperation among member states. The proposed framework covers areas such as digital connectivity, cybersecurity, and cross-border data flows, supporting the region’s transition toward a more integrated digital economy.

Trade and investment cooperation will also remain central to ASEAN’s economic agenda as member states continue strengthening partnerships with international markets, including Canada.

Meanwhile, maritime security and regional stability are expected to remain important subjects of discussion, particularly amid continuing concerns involving the South China Sea.

The Philippines has identified peace and security as one of the central priorities of its ASEAN Chairship, alongside prosperity and people empowerment. These priorities aim to promote peaceful dialogue, strengthen economic opportunities, and ensure that regional cooperation benefits the people of Southeast Asia.

The summit will also be accompanied by important maritime discussions, including the 16th ASEAN Maritime Forum on November 17 and the 14th Expanded ASEAN Maritime Forum on November 18.

Beyond the diplomatic meetings, the international gathering will bring significant changes to transportation and public activities in Metro Manila.

Under Proclamation No. 1447, November 16, 17, and 18, 2026, have been declared special non-working days throughout the National Capital Region. The government said the declaration aims to help ease traffic congestion and support security preparations for visiting leaders and delegates.

Motorists should also prepare for temporary road closures and traffic restrictions around the PICC, Cultural Center of the Philippines Complex, World Trade Center area, Macapagal Boulevard, and portions of Roxas Boulevard in Pasay City.

According to local government advisories, full road closures are scheduled from November 9 to 20, following earlier partial restrictions. Designated bus lanes will also be converted into ASEAN lanes to prioritize vehicles transporting official delegates and government representatives.

Truck restrictions will likewise form part of traffic management measures along major expressways and roads, with specific arrangements for essential and perishable goods.

Air travelers are also advised to check their flight schedules before proceeding to the airport. Philippine Airlines has announced cancellations and schedule adjustments affecting selected domestic and international flights from November 14 to 18 because of increased airport activity and security arrangements related to the summit.

Passengers with affected flights are encouraged to monitor official airline advisories and coordinate directly with their respective carriers regarding rebooking, refunds, or other available options.

As the Philippines hosts the 49th ASEAN Summit, the gathering will provide an important opportunity for regional leaders to strengthen diplomatic relations, advance economic cooperation, and discuss issues affecting the future of Southeast Asia.

With regional security, digital transformation, and economic development on the agenda, the summit will highlight the Philippines’ role in guiding ASEAN’s collective efforts toward a more connected, resilient, and prosperous region.
