Norman Mangusin, better known online as the self-proclaimed trillionaire Francis Leo Marcos, was arrested by Criminal Investigation and Detection Group (CIDG) operatives in Parañaque City on Monday over three counts of cyberlibel, months after he was previously apprehended in connection with 12 counts of unjust vexation.

Norman Mangusin, who is widely known online as the self-proclaimed trillionaire Francis Leo Marcos, was arrested again by operatives of the Criminal Investigation and Detection Group (CIDG) over three counts of cyberlibel.
Mangusin, 47, was arrested at around 5:40 p.m. Monday while he was inside a resort and casino along New Seaside Drive in Barangay Tambo, Parañaque City. CIDG operatives served a warrant issued by the Parañaque Regional Trial Court Branch 294 in connection with three counts of libel under Republic Act 10175, or the Cybercrime Prevention Act of 2012.
The court set Mangusin’s bail at P90,000. The cases were filed by Joana Lopez, the wife of vlogger Mark Jayson Warnakulahewa, who has been described as Mangusin’s nemesis. After his arrest, Mangusin was brought to the CIDG’s Detection and Special Operations Unit at Camp Crame. He remained in custody pending the issuance of a commitment order by the court.

This was not Mangusin’s first arrest in connection with complaints involving his online activities. In February, he was arrested on 12 counts of unjust vexation in relation to the Cybercrime Prevention Act.
At the time, Mangusin was reportedly eating at a hotel in Pasay City while livestreaming on his YouTube account when authorities apprehended him. His latest arrest once again puts the online personality at the center of a legal controversy involving alleged offenses committed through digital platforms.
Francis Leo Marcos Faces Cyberlibel, Police Uniform and Other Complaints

The Philippine National Police (PNP) has also looked into allegations involving Mangusin’s use of a police uniform without proper authority. The allegations still have to be established through the proper legal proceedings, and Mangusin remains entitled to due process.
