GENERAL SANTOS CITY, Philippines – The Department of Labor and Employment (DOLE) has released a total of ₱9.88 million in wages to 1,040 fisherfolk beneficiaries under the TUPAD Tuloy Pamalakaya program at the General Santos Fish Port Complex, providing much-needed financial assistance while supporting the country’s fisheries sector.
The initiative was implemented in partnership with the Bureau of Fisheries and Aquatic Resources (BFAR) Region XII and the Philippine Fisheries Development Authority (PFDA), reinforcing the government’s commitment to safeguarding the livelihoods of fishing communities affected by recent challenges.
The assistance forms part of the efforts of the administration of Ferdinand Marcos Jr. to protect vulnerable workers, particularly fisherfolk impacted by the recent energy emergency and the magnitude 7.8 earthquake that struck parts of General Santos City and the Province of Sarangani.

According to Francis N. Tolentino, the program reflects the government’s readiness to provide immediate support to vulnerable workers through emergency employment opportunities during times of crisis and economic disruption.
Under the TUPAD Tuloy Pamalakaya program, beneficiaries completed 20 days of emergency work aimed at supporting fisheries operations and maintaining key facilities within the country’s major fishing hub.
Of the total beneficiaries, 559 were assigned to the Philippine Fisheries Development Authority General Santos Fish Port Complex, where they carried out drainage maintenance, wastewater management, facility cleaning, and rehabilitation activities essential to port operations.
Meanwhile, 481 beneficiaries were deployed by Bureau of Fisheries and Aquatic Resources Region XII to assist in tuna handline fishing operations, catch handling, post-harvest processing, logistics support, and sustainability initiatives designed to strengthen the fisheries industry in the region.
During the event, Secretary Tolentino and officials from Technical Education and Skills Development Authority Region XII also awarded a Certificate of TVET Program Registration to Eastern Aqua Ventures, Inc. for its Aquaculture (Grow-out Operation) NC II program, expanding training and skills development opportunities for aspiring aquaculture workers.

The TUPAD Tuloy Pamalakaya program highlights the government’s continuing efforts to strengthen social protection, enhance livelihood resilience, and empower fishing communities through emergency employment and inter-agency cooperation.
